NSA has an interesting view of the world. If you have foreign friends you are a foreigner. If you chat with a foreigner you are a foreigner. If you send a mail to a foreigner you are a foreigner. How many US citizens are NOT foreigners as defined by the NSA? A very convenient view that enables you to snoop on almost anyone of their own citizens.
